The number of scholarship seats has not changed from 15 despite the total membership count continuing to grow. There is a growing backlog of scholarship applicants and this vote is meant to help make scholarships more accessible by increasing the seat count. Rather than a static count of scholarship seats, this vote changes the seat count to be 5% of the current active membership count.
