**Abstract: Obtaining third party cash donations for any organization requires a significant concerted effort from many people to organize, discuss, negotiate, and fulfill requirements and requests of a donor individual or organization.  This amendment aims to recognize these efforts and reward the many hours of work required to attract monetary donations.
