The General Area is the hosted area that applies to any part of the space that isn't covered by another, more specific area.
The General Area has an Area Host, a budget and all the other things that any other area might have. There are, therefore, no spaces or places within Pumping Station: One that aren't covered by a Hosted Area and an Area Host.
